The Ministry of Human Resources and Emiratisation (MoHRE) and the Ministry of Higher Education and Scientific Research (MoHESR) (collectively referred to as "the Ministry," "we," "us," or "our") collect, use, disclose, and protect Personal Data when you interact with the Platform. This Privacy Policy outlines our practices regarding your Personal Data, your privacy rights, and how the law protects you.

By using the Platform, you acknowledge that you have read, understood, and agree to the collection and use of your Personal Data as described within this Privacy Policy.

We process your Personal Data only where legally permitted. The legal bases for processing include:

• Performing a task carried out in the public interest or in the exercise of official authority vested in the Ministry.
• Providing the services and functionalities you request and managing your account.
• Complying with applicable laws and government directives.
• Protecting the legitimate interests of the Ministry or a third party, balanced against your rights.
• On the basis of your consent, where required (e.g., optional surveys or communications).

We use your Personal Data for the following purposes:

• Register and verify users and manage accounts.
• Deliver Platform tools such as assessments, career recommendations, and programme comparisons.
• Provide aggregated insights to authorised institutions and government bodies.
• Maintain system security and prevent misuse.
• Respond to user enquiries and send operational notifications.
• Produce anonymised statistics for policy and planning.

Personal Data will not be processed for incompatible purposes without a lawful basis or your consent.

Personal Data may be shared, strictly as necessary, with:

• Government entities engaged in labour-market and education-policy development.
• Educational institutions (HEIs and High Schools) with which a user is affiliated.
• Processors providing hosting, communications, analytics, or security services under binding confidentiality and PDPL-compliant agreements.
• Employers or partners only when you actively engage with their initiatives.
• Competent authorities where required by law.

The Ministry does not sell or rent Personal Data.

Personal Data is retained only as long as necessary for the purposes described or as required under applicable law and government record-retention schedules.

Thereafter, data is securely deleted, anonymised, or archived in accordance with Ministry procedures.

The Ministry applies comprehensive information-security policies and technical measures, including encryption, secure access controls, and monitoring, to protect Personal Data from unauthorised access, alteration, disclosure, or destruction.

Access to Personal Data is restricted to authorised personnel who have pledged to maintain confidentiality and are subject to disciplinary and legal obligations under UAE law.

While the Ministry endeavours to safeguard all information, it cannot guarantee absolute confidentiality of data transmitted over public networks. The Ministry shall not be liable for any damage arising from unauthorised access or data breaches that occur despite reasonable security measures and are beyond the Ministry's reasonable control.

Subject to UAE law, you may:

• Request access to your Personal Data.
• Request correction of inaccurate or incomplete data.
• Request erasure of Personal Data where legally permissible.
• Restrict or stop certain forms of processing.
• Request data portability (where technically feasible).
• Withdraw consent where processing is based on consent.

Personal Data is primarily processed within the UAE.

If transfer outside the UAE is necessary, for example, to a secure government-approved cloud provider, the Ministry ensures PDPL-compliant safeguards (adequacy decisions, contractual clauses, or equivalent protective measures).

The Platform may be used by students of secondary-school age. Personal Data of minors is processed only with consent from a parent or guardian, or under the authority of the relevant educational institution, in line with UAE law and the Platform's educational purpose.

The Ministry may send you operational, policy, or security notifications related to your account or Platform use. Commercial marketing communications are not issued unless explicitly permitted by law and subject to your preferences.

The Platform may contain links to external websites. The Ministry is not responsible for the content or privacy practices of such websites and encourages users to review their respective privacy policies.

The Ministry reserves the right to modify, amend, or update this Privacy Policy at any time without prior notice. Any changes will take effect upon publication on the Platform. Continued use of the Platform following such publication constitutes acceptance of the amended Policy.

This Privacy Policy and any dispute arising from its application shall be governed by and construed in accordance with the laws of the United Arab Emirates.

The courts of the Emirate of Abu Dhabi shall have exclusive jurisdiction to hear and determine any such disputes.
