Terms and Conditions of Use
1. Introduction and Acceptance
These Terms and Conditions of Use ("Terms") govern your access to and use of the UAE Skills Platform (the "Platform"), operated under the supervision of the Ministry of Human Resources and Emiratisation (MoHRE) and/or the Ministry of Higher Education and Scientific Research (MoHESR) (collectively, the "Ministry").
By accessing or using the Platform, you acknowledge that you have read, understood, and agree to be bound by these Terms and any applicable laws and regulations in force within the United Arab Emirates (UAE).
If you do not agree to these Terms, you are not authorized to access or use the Platform.
The Ministry reserves the right to amend these Terms at its discretion at any time. Amendments shall become effective upon publication on the Platform. Continued use of the Platform after any such amendments shall constitute your acceptance of the revised Terms.
2. Purpose and Scope
The UAE Skills Platform (the "Platform") is a unified digital ecosystem established to strengthen the connection between education, skills, and employment opportunities across the United Arab Emirates. It provides trusted information, tools, and insights that help users make informed decisions about learning, careers, and workforce development.
Through its different interfaces, the Platform enables users, including students, parents, educational institutions, and government entities, to explore labour-market trends, identify relevant skills, plan academic and career pathways, and contribute to building a more agile and competitive national workforce.
The Platform forms part of the UAE's broader UAE Skills initiative, supporting the development of human capital and lifelong learning in alignment with national priorities.
These Terms apply to all users and entities accessing, interacting with, or submitting data to any component of the Platform. Access to or continued use of the Platform constitutes full and unconditional acceptance of these Terms.
3. Lawful Use and User Obligations
You agree to use the Platform solely for lawful purposes and in a manner consistent with these Terms and all applicable laws, regulations, and public order requirements of the UAE.
Without limitation, you shall not:
- Access or attempt to access data, accounts, or systems to which you are not authorized;
- Introduce, upload, or transmit any files, code, or materials containing viruses, malicious software, or other harmful components;
- Upload, or distribute content that is unlawful, defamatory, obscene, offensive, discriminatory, or otherwise inappropriate;
- Impersonate any person or entity, or misrepresent your affiliation with any organization;
- Attempt to probe, scan, or test the vulnerability of the Platform or any connected system, or breach any security or authentication measures without authorization;
- Engage in any conduct that disrupts, interferes with, or overloads the operation of the Platform or connected networks;
- Transmit unsolicited communications, commercial messages, or spam;
- Collect, store, or use personal information of other users without their consent; or
- Upload or share content that infringes upon intellectual property or proprietary rights of third parties.
Violation of this clause may result in the immediate suspension or termination of access to the Platform and may subject the offender to civil or criminal liability under applicable UAE law.
4. User Registration and Account Responsibilities
Certain Platform functionalities may require user registration or account creation. By registering, you represent and warrant that:
- All information provided during registration is accurate, current, and complete;
- You will maintain the confidentiality of your account credentials and not disclose them to any unauthorized person; and
- You accept full responsibility for all activities that occur under your account.
The Ministry reserves the right to suspend, restrict, or terminate accounts found to be incomplete, inaccurate, inactive, or in violation of these Terms.
5. Intellectual Property Rights
All content, data, software, text, images, graphics, designs, logos, and other materials made available through the Platform (collectively, the "Content") are the intellectual property of the Ministry or its licensors and are protected under UAE copyright, trademark, and intellectual property laws.
Users are granted a limited, non-exclusive, non-transferable license to access and use the Platform and its Content for lawful, personal, and non-commercial purposes only.
You shall not:
- Reproduce, modify, adapt, translate, distribute, display, or publish any portion of the Content without prior written authorization from the Ministry;
- Use the Content for commercial or derivative purposes; or
- Remove, obscure, or alter any proprietary notices contained within the Platform or its Content.
All rights not expressly granted herein remain reserved to the Ministry.
6. Third-Party Links and External Resources
The Platform may include links or integrations with external websites or services operated by third parties. These links are provided for your convenience only and do not imply endorsement or responsibility from the Ministry for the content, services, or practices of such external sites.
External websites and services are governed by their own terms and conditions and privacy policies. The Ministry is not liable for any damages or losses arising from your use of or reliance on any third-party websites or services accessed through the Platform.
7. Data Protection and Privacy
The Ministry is committed to safeguarding your personal data in accordance with Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data and related regulations. By using the Platform, you consent to the collection, processing, and use of your personal information as detailed in the Platform's Privacy Policy.
The Ministry implements technical and organizational measures to protect your data; however, no method of transmission over the Internet or electronic storage is completely secure. The Ministry disclaims absolute security guarantees and liability for unauthorized access or data breaches that occur despite reasonable security measures and are beyond the Ministry's reasonable control.
8. Monitoring and Enforcement
The Ministry reserves the right, but not the obligation, to monitor, review, and moderate content or activities on the Platform to ensure compliance with these Terms. The Ministry may, at its sole discretion, remove, block, or restrict access to any content or account that violates these Terms or applicable law, without prior notice.
All decisions made by the Ministry in this regard are final and binding.
9. Termination and Suspension of Access
The Ministry reserves the right to suspend, restrict, or terminate your access to the Platform or any part thereof at any time, without notice, if you violate these Terms or engage in conduct that the Ministry determines is detrimental to the Platform, other users, or the public interest.
Upon termination, all rights granted to you under these Terms shall immediately cease, and you must promptly discontinue all use of the Platform.
10. Disclaimer of Warranties
The Platform and all related Content are provided on an "as is" and "as available" basis. To the maximum extent permitted by law, the Ministry makes no representations or warranties, express or implied, regarding the operation, availability, accuracy, completeness, reliability, or suitability of the Platform or its Content.
The Ministry does not warrant that the Platform will be uninterrupted, error-free, or free from security vulnerabilities, or that any defects will be corrected.
11. Limitation of Liability
To the fullest extent permitted by applicable law, the Ministry, its affiliates, officers, employees, and agents shall not be liable for any direct, indirect, incidental, consequential, or punitive damages arising from or related to:
- Your use of or inability to use the Platform;
- Any reliance placed on information or materials available on the Platform;
- Unauthorized access, alteration, or disclosure of your data; or
- Any technical or operational issues beyond the Ministry's reasonable control.
This limitation applies even if the Ministry has been advised of the possibility of such damages.
12. Indemnification
You agree to indemnify, defend, and hold harmless the Ministry, its affiliates, employees, and contractors from and against any and all claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or related to:
- Your use or misuse of the Platform;
- Your violation of these Terms; or
- Your infringement of any third-party rights.
The Ministry reserves the right to assume the exclusive defense of any matter otherwise subject to indemnification by you, in which case you agree to cooperate fully with such defense.
13. Governing Law and Jurisdiction
These Terms shall be governed by and construed in accordance with the laws of the United Arab Emirates.
Any dispute arising from or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of the Emirate of Abu Dhabi.
14. Severability
If any provision of these Terms is held to be invalid, unlawful, or unenforceable by a competent authority, such provision shall be severed without affecting the validity and enforceability of the remaining provisions.
15. Entire Agreement
These Terms constitute the entire agreement between you and the Ministry concerning your use of the Platform and supersede all prior agreements or understandings, whether written or oral, relating to the same subject matter.
